However, I don't quite get your question. To me, the corresponding videos (e.g. https://mediaspace.epfl.ch/media/02+-+Evaluation+in+NLP/0_gs1xw38v/29363) do already have both English and French subtitles.
Don't you have them ("cc" like button, bottom right)?
Or maybe are you talking about some other video(s)?
